Landmark changes to Private Rented Sector

The Renters’ Rights Act was a manifesto commitment from the Labour Government. Following Royal Assent, it starts coming into effect later this year. Our bulletin (see below) explains the impact for Private Rented Sector landlords – covering nearly 11 million private renters and 2.3 million landlords in England and Wales.

The Act affects all Assured Shorthold Tenancies, both new and existing. The changes are significant – a fundamental shift in renters’ rights, bringing the UK in line with France, Denmark and Germany.

Enforcement-related sections come into force on 27th December 2025. The timing of further changes is still to be confirmed.

From open-ended tenancies and the abolition of Section 21 “no fault” evictions, to new rent increase requirements and extended Decent Homes Standards – the changes affect how tenancies are structured, properties maintained, and rent set.

The exact timing of all the provisions of the Act isn’t yet confirmed, but waiting could leave you exposed. We’ll keep you updated as details emerge, helping you prepare without disrupting operations or inflating costs.
